ABOUT
With vast experience and a 42-year career in public service that began as a bus mechanic for the City of Fresno and culminated in his appointment as Fresno’s City Manager in 2013, Bruce Rudd brings a wealth of knowledge to CPPG’s Grant Services Team as a strategic consultant and grant writer. During his career, Bruce has been responsible for writing and/or administering a variety of federal, state, and local grant programs that have been successfully used to fund a variety of capital investment projects, ranging from new parks and trails to the implementation of Bus Rapid Transit services. A marquee accomplishment of his tenure as City Manager was the City of Fresno’s receipt of one of the inaugural Transformative Climate Communities grants.
RELATED EXPERIENCE
Bruce retired from the City of Fresno after 42 years of public service that culminated with his appointment as City Manager in June 2013. He worked closely with Mayor Swearengin, the Fresno City Council, and other stakeholders in developing and implementing strategies to address the financial impacts of the Great Recession, which were further exacerbated by previous fiscal practices and unsustainable decisions such as excessive debt and lack of cash reserves.
When Bruce became City Manager, Fresno had less than two weeks of cash on hand, and many believed the City was headed for bankruptcy. However, under his leadership over the next several years, Fresno methodically restored service levels and its fiscal health. This significantly improved Fresno’s bond ratings, which went from a BBB- to A+.
During his career, Bruce developed and administered annual budgets of more than $1 billion. He managed a number of capital improvement projects, including the renovation of the City’s Convention Center and Theater, Bus Rapid Transit, and the region’s largest compressed natural gas fuel facility.
Bruce’s extensive knowledge and understanding of municipal finances and operations are significant assets, along with his ability to understand complex issues and develop effective innovative and creative strategies that improve the manner in which public services are delivered. He is a team builder and proven leader with a track record of bringing people together to identify solutions and deliver successful outcomes.

Bruce holds a bachelor’s degree in business administration from the University of Phoenix.
